Ann Sims was born and raised in England and educated at London University. She taught in Inner London Elementary schools until emigrating to America in 1967. Ann taught First Grade in Lansing Michigan before moving to San Francisco where she directed a Preschool Center for 3 years. She ran her own Family Day Care School in Berkeley in order to be with her daughter during her preschool years Ann founded Bayshore Child Care Services in 1977 and is its Executive Director. She is currently President of the Daly City Partnership Board and has been involved with The Partnership since its inception in 1995.

  • Jan Kamman

Jan Kamman moved to San Mateo County in 2004 with over 20 years of experience successfully managing public health and human services programs in California. Jan helped establish the first school age child care programs in Sacramento and secured funding to establish the first school resource center on a school campus in Tuolumne County. Jan is an expert in the field of community collaboration and mobilization and is a Department Manager at Seton Medical Center for Community Outreach and Volunteer Services.

  • Angel Barrios
  • DCPPC Secretary since 2006

Angel Barrios is the Executive/Program Director for the Institute for Human and Social Development’s Head Start/Early Head Start Program of San Mateo County. She has worked collaboratively with community partners to provide a high quality early education and child development program to low-income families. In her role as an Executive/Program Director, she has promoted and actively provided intensive training for teaching board, management training, family support training, and program planning and development. Prior to her role as the Executive/Program Director, Angel served as the Associate Director and worked with Wu Yee Head Start and Early Head Start program and the San Mateo Child Care Coordinating Council.

Angel is actively involved in the work of numerous community agencies. She serves as a member of the Board of Directors of several organizations and a commissioner for First 5 of San Mateo County (Prop. 10). A strong advocate of interagency collaboration, she has been instrumental in the development of family support programs for early childhood programs, community needs assessment, child care strategic plan and priority, and Kindergarten transition plan. Angel has a B.A. in Early Child Education from Boston College and M.A and Ed.M. in Counseling Psychology from Columbia University, Teachers College.

Ed is the Assistant Director of Daly City Parks and Recreation, where he has been employed for the past 36 years. Ed started with the Department as a part-time Recreation Leader while in college at SFSU. Ed's current job has evolved into his becoming the research and development person for the Department. In this role he looks to partner with community service providers to present programs that meet the needs of the community. Ed has been involved with the Partnership since its inception in 1995. He is currently Treasurer of the Board.

  • Bernie Vidales

Bernie Vidales is the Director of Curriculum and Instruction and Pupil Services for the Jefferson Elementary School District in Daly City, CA overseeing the “in-school program” for 14 Daly City Schools. He joined the DCPPC Board in July 2008. He previously served as a school principal in the Redwood City School District for nine years as well as serving two years as a District Partnership Director for a non-profit school improvement organization focusing on closing the achievement gap in urban schools. Bernie received both a Bachelors of Science and Masters of Arts degrees from Stanford University.

  • Denise Brown

Denise is a Recreation Supervisor for the Daly City Parks and Recreation, where she has been employed for the past 19 years. Denise started with the Department as a part-time Recreation Leader after receiving her Bachelor of Arts degree from SFSU. Denise's current responsibilities are in the Youth and Teen Services Unit of the Department. Her role is to oversee the afterschool and summer programs for the youth and teens; providing her the opportunity to collaborate with agencies within her community. Denise has been involved with the Partnership since its inception in 1995.

  • Christopher A. Douglas

Christopher A. Douglas was born in San Juan, Puerto Rico. When Chris was 12, he moved with his parents to Massachusetts. Chris double-majored in anthropology and philosophy at Bridgewater State College, graduating magna cum laude. After college, Chris deferred several offers for graduate study, in philosophy and international relations, to pursue research and advocacy at the non-profit organization Partners In Health at Harvard University. His immersion in international human rights issues and fulfilling experiences in advocacy for the underserved led him to the decision to pursue a career in the legal profession. Chris matriculated at the Seton Hall University School of Law where he focused his legal studies on Constitutional Law and Civil Rights. Chris’s law school thesis, “Divergent Trajectories: Social Justice through Constitutional Provisions in India and The United States,” was voted by the Seton Hall faculty as runner-up for the Best Advanced Legal Writing Paper of the Year award. Chris is currently a Staff Attorney at the Legal Aid Society of San Mateo County, specializing in Health Law and Disability Rights. Chris’s work focuses on direct legal representation and on legal education as a tool to better serve the low income population of San Mateo County.

  • Sue Horst

Sue is currently Neighborhood & Senior Services Manager for Daly City Parks and Recreation and is the Founder of Daly City ACCESS collaborative. Sue serves on the Management Team of HART, Healthy Aging Response Team, serving underserved, isolated adults 50 + with a comprehensive and coordinated system of assessment, follow up and referral. She has been involved with The Partnership since 2002 and with Doelger Senior Center and Daly City’s community centers as a teacher and now as administrator for 29 years. Sue spent many years as a parent advocate in the San Francisco public education system, serving as PTA president and Board member of several schools for over fifteen years. Sue currently serves as co-chair of the New Beginning Coalition of Aging & Adult Services and the Commission on Aging, as well as being a member of the Senior Mobility Task Force and a past member of the Fall Prevention Task Force.

  • Rabbi Jay Miller
  • DCPPC Board Member since 2009

Rabbi Miller served as a rabbi for university campuses and in congregational positions for more than 20 years. Since 1995, he has worked on a variety of community projects and served as interim executive director for organizations in the faith community and in social service agencies. In 2000, he was named to the President's Honor Roll of the American Professional Society on the Abuse of Children (APSAC) for his work in creating bridges between the religious community and professional in social service, law enforcement, education, and medicine. He has been Executive Director of the Peninsula Clergy Network (PCN) since 2002. The PCN is an network of all clergy in San Mateo and Northern Santa Clara Counties that builds knowledge, understanding, and working relationships. PCN promotes increased interaction between religious and civic leaders on behalf of the communities they jointly serve. Rabbi Miller is on the Boards of Thrive: The Alliance of Non-Profits for San Mateo County and CAPSAC (California Professional Society on the Abuse of Children). He is on the Interagency Council of the San Mateo County HOPE (Housing our People Effectively).

  • Diana Rumney

Diana has been employed by the Jefferson Union High School District in the Adult Education Division since 1989; as of 2006 she has held the position of Director of Adult Education. Through collaborations with other agencies and groups of Daly City residents, Diana has promoted educational opportunities for adults, youth and families in our city. Together with Our Second Home, Bayshore Childcare Services and Bayshore Elementary School District, the JUHSD established the Bayshore Community Learning Center in Midway Village where a Family Literacy Program has been offered continuously since 2003. In collaboration with the Jefferson Elementary School District, Diana has extended ESL and parenting education to adults in five elementary schools. Diana completed her MA in Educational Administration at San Francisco State University and Urban Development at El Colegio de Mexico in Mexico City.

  • AJ Titong

AJ Titong is 100% native to Daly City. After graduating from Westmoor High School, AJ went on to Skyline College where she was in the first Kababayan Program class and co-founded the Filipino Student Union. She then transferred to UCLA to finish with a BA in Asian American Studies and help publish Underground Undergrads: UCLA Undocumented Immigrants Speak Out. Since moving back to the Bay Area in 2007, AJ has found herself in multiple community projects including working with the Liwanag Kultural Center on their Walk for Dreams Walkathon, Skyline College's President's Breakfast and Kababayan Program and tutoring for Project Read. She currently works with the Asian & Pacific Islander American Health Forum in their communications department. In the future, she hopes to go back to school and attain a joint degree in public policy and law.

  • Betsy ZoBell

Betsy ZoBell is Housing and Community Development Supervisor for the City of Daly City. In her current position, she coordinates the Community Development Block Grant program and has primary responsibility for affordable housing development, preservation and rehabilitation activities. Betsy ZoBell has over 20 years experience in the fields of affordable housing, local government finance, real estate economics, fiscal impact analysis, strategic financial planning and downtown revitalization programs.

She has been a Daly City Peninsula Partnership Collaborative board member since 2004. She also served as a Board Member for Rebuilding Together Peninsula from 2001 to 2007.

Betsy ZoBell has a Master’s degree in Public Policy degree from the John F. Kennedy School of Government at Harvard University. She earned her undergraduate degree at the University of California Berkeley.
